Joshua is a seasoned education and administrative law attorney who helps clients navigate complex legal and regulatory challenges with strategic, results-driven guidance. He advises on high-stakes litigation, legislative advocacy, negotiation and compliance, providing practical solutions tailored to each client’s goals. With deep expertise in federal and state education law, including special education (IDEA), student data privacy (FERPA), and school administration, Joshua guides clients on policy development, regulatory compliance and litigation strategy, helping them anticipate challenges and achieve favorable outcomes. Before joining the firm, Joshua served as Associate General Counsel at the Massachusetts Department of Elementary and Secondary Education where he managed administrative litigation and class actions, drafted key regulations and led agency-wide initiatives to streamline compliance. Earlier, at the Education Law Center of Pennsylvania, he advocated for statewide education funding reform, represented students in school discipline matters, and fostered partnerships among diverse stakeholders working to reform education policy in the school district of Philadelphia. Joshua began his career as an eighth-grade teacher in Philadelphia and brings firsthand classroom experience to his legal practice.
